And that would be because Swellow is the fastest Normal/Flying type Pokemon in the metagame, at Base 125 Speed.
In RSE, it held the Base 125 Speed group by itself. In DP, Weavile and Darkrai joined it.
The only Pokemon faster are Deoxys (Speed Form); Ninjask; Deoxys (Attack and Normal forms); Electrode; and Aerodactyl, Crobat, Jolteon and Mewtwo, at Base 180, 160, 150, 140 and 130 Speeds respectively.
Another interesting fact is that the fastest additions to the metagame in DPP are the previously mentioned Darkrai and Weavile, along with the new Shaymin Sky Form.
Proir to RSE, Electrode was the fastest Pokemon in the game. The Base 130 Speed group has remained the same for all 4 generations, with the exception of Crobat, who was added in GSC.
Again mentioning Weavile, the fastest Not Fully Evolved Pokemon in the metagame (DP) is Sneasel, at Base 115 Speed. Prior to DP, Kadabra has held the top NFE spot at Base 105 Speed.
On the opposite side of the scale, Shuckle is the single slowest Pokemon, with only Munchlax being a late addition to the Base 5 Speed group. Prior to the addition of Shuckle, in RBY, Slowpoke lived up to his name, then being the sole holder of the Base 15 Speed tier. The slowest fully evolved Pokemon in RBY (where Shuckle was not the slowest due to not existing) were Slowbro, Snorlax, Parasect and Lickitung. Slowbro and Snorlax lived up to their names, whilst the weight of the mushroom and tongue must have slowed down Parasect and Lickitung respectively.
